It does look like a dusting of paint had masked some problems with that fan. Look at the other blades. I would SWAG it has had a failure coming for a while. Everyone closely inspect their brake lines for rust? Especially behind clamps? No, not AAs.

In this case, look at the rust that was hidden by paint. And in 80 plus years and unknown miles, how many times has that fan maybe been "adjusted?"
That makes a lot of sense . Some one could of tryed to pull more air though the rad and twisted the blades to do so or it could be some thing the PO picked up at a swop meet painted it and throw it in there!
