Really getting frustrated. Please help

I rebuilt the heads on my 66 f250 352. New carb, fuel filter, plugs, oil change. But I still haven't addressed the exhaust leak. Lots of holes in the pipes.

Anyway, after top end rebuild, I could only get 16# manifold pressure, Max.Also got a pop pop pop sound on deceleration and a lot of stuttering and shuddering on acceleration. Also noticed that the passenger side plugs kept rattling loose. After some searching I saw that the cork gasket on the rear part of the intake had slipped a little. And figured that was the problem.

I picked up a edelbrock intake and was going to change it but realized that I only had a 2bbl carb and the intake was set up for a 4bbl carb. I'm going to get an adapter next week but figured I'd try I temp fix so I ran a bead of RTV around the slipped gasket and let it dry about 16 hrs . I also replaced the carb gasket and installed an electric ignition With new plug wires.

Manifold pressure is at about 15#. Still stutters on acceleration. Although the popping on deceleration seems to be fixed. The needle is real steady on the 15# mark, no jumping. The timing light strobe seems to give me three quick flashes and three slower flashes. But I left the external condenser connected so I'll try to disconnect that to see if the strobe is any more even.

I think my main issue right now is low manifold pressure. Any suggestions? Please please please.

I belive you are talking about manifold Vacume not pressure! Are you connecting (your gadge) to the manifold or carb.?? It makes a difference!! Anyway... Check your valve adjustment, valve timing (timing chain??) and Ing. timing too. any of these could be affecting your vacume.
