I'm in the Processes of replacing everything in the front end. Do these wear out? When I look at the stock 0.0/0.5 bushings that were in it from what I can tell, they don’t look worn in any way but it's been 13 years on them, should I replace them just because I'm there or they don't wear?

It is a non wear item, they are only replaced when you want to adjust the caster and/or camber.
Heres what id probably do
Put them back the same way they came out and make a note of how they are oriented (is your .5 degree bushing giving you positive \ /, or negatiive / \camber). Set your air pressure evenly, then have the alignment checked to see where the camber is. If its between 0 and 1 degree, have them set the toe and you're done. If not calculate how much camber change you need and order the fixed (non adjustable) bushings to get it as close to .5 as you can. You will need to set the toe afterwords... get that wrong and it will eat tires.
Dont forget you already have the 0 and .5 deg bushings. It is very possible you could use them to get it back in spec. For example, if your .5 is oriented to give you neg camber and you need to
go 1 degree torward positive, remove it and put back in the other way... You can also swap them left to right if you need to.
