i hope you rotated the engine during your test - its possible that you were on the intake stroke during the test, with that valve wide open.
if thats not your story, then either your valves are junk or something is preventing them from closing. with the valve cover off you can see if they're closing as far as the valves around them

Yep, I suspect those two valves aren't closing all the way, the rockers on them are not quite as snug as the others.
Odd that whatever happened to them happened to two adjoining cylinders.
Hopefully have the time next week to pull the heads and see just what is going on.
