2003 Exp. collecting water in rear fender?

2003 Exp. collecting water in rear fender?
Last few good rains we have had, I notice a sloshing sound in what appears to be coming from the rear drivers side fender. Is it possible the fixed window is leaking? No water inside the truck anywhere.

Maybe the tailgate drains are clogged and its the tailgate that is collecting water from the rear window runoff.
