I decided to replace the inline fuel filter since it was dirty and had collected quite a bit of debris. When I initially disconnected the filter, fuel flowed quickly from the supply (tank) side. The gas was pretty old anyway, so I allowed it to drain until there was only a small trickle, then clamped that line off.
Today, I put a new inline filter in. They didn't have the exact correct filter at the auto shop, so I got one approximately the same size, same design, same inlet size, etc. I replaced the nearly empty fuel tank with about 3 gallons of fresh fuel.
When cranking the engine, no fuel reached the carb, and no fuel was filling the filter. Previously, the filter would always have a little fuel in it.
1. Could the different inline fuel filter be causing some sort of pressure problem that is preventing the fuel pump from pulling fuel?
2. Could the way I drained the tank have caused air in the lines (or done something else) that is interfering with the pump's operation?
Try what I learned today... put a rag in the filler neck and blow some air into the tank. If you can, take your fuel line loose from the carb, and put it in a bucket. Use a small container, I used an old radiator overflow tank, to feed the carb. A running engine will pump the fuel pump much quicker than cranking on it.
I just shoved a wadded up sock right on the mouth and fired up my air compressor. Pressed air wand into sock and letter rip until I saw fuel coming out of the line. Be careful if you go wide open like that, let some of the pressure back off before you remove your rag, or you might get covered in gas(like a breaching whale). Worked like a charm for me.
