few years ago i got stopped and fined heavily by the smog ***** for running two open breathers. Ever since then ive ran 2 PCV valves, both connect and go to a catch can, and the hose from the catch can goes to the PCV full vacuum port on the carb. (im n/a), always had oil seeping past the VCs at WOT, from my obviously wrong PCV setup.
first let me say i CANNOT run an open breather, unless I would like my car towed off the road. So, how can I set up my PCV system to keep my engine and the smog ***** happy?

The engine crankcase must have a fresh air intake. You are pulling a vacuum on the crankcase through the PCV so air must be able to enter from somewhere. It is not uncommon to see the oil filler cap with a hose running up to the air cleaner. The hose allows fresh air to enter the engine. If you don't let air in, you will suck oil (probably past a valve cover gasket or worse).
so can i ditch one PCV valve, and run a barb of some sort on the valve cover (thats my oil fill too), and run a hose to the air cleaner housing? but also maintain the PCV on the other side, which goes to the catch can, which goes to manifold vacuum?
Yes, but you really want to have the right setup. It should be easy to get the correct oil filler cap with the hose connection. You really don't want just a straight hose from the valve cover to the air cleaner because at WOT with a dirty air cleaner you could have enough vacuum in the air cleaner housing to suck oil splash from the valve cover. The oil filler cap with the hose, also has a screen and would keep that from happening. There are probably a bunch of guys on this forum with extra caps you could get - or check Summit or E-bay.
Do you have a stock type valve cover the kind with the notches where the oil cap goes in and is turned a quarter turn, or an aftermarket kind where the valve cover has the rubber ring where the oil fill cap pushes straight down into it?
