Emissions Pump

I live in Connecticut so my 86 does not have to go through emissions at all. When I got the truck the Air recirculation pump (belt driven right off the crank) was not in use and the pulley was totally frozen. I pulled the pump off and it is now just the open metal tube that runs from the back of the intake. I'm wondering if I can just plug this or should I leave it open?

Hey
Take that tube off save it or give it to somebody who needs it.
Plug off the hole in the back of head.

I would save it if it was worth it, its pretty much rusted through
