If this is happening at idle, it is probably how it should be. The distributor port on the carb is a ported vacuum source meaning that at idle it should have no vacuum but then as you begin to open the throttle the vacuum will increase. If you previously had vacuum at idle it is probably because the carburetor was metering bad enough that you had to have the throttle blades opened more to keep the engine running. In that case, the distributor vacuum port would have been exposed and would have had vacuum, even though it shouldn't have.
Attach a clean hose to the distributor and check the distributor is working by pulling a vacume on the hose. This isolates the problem and is easy to do.
If no vacume at high rpm....check for vacume leaks, this can be done by spraying engine starter around the carb and listening for an increased rpm or by oil spray to cause smoke.
