Hmmm, if I recall the custom was one step up from base models and I think that got you the bright grille and windsheild surround and maybe the chrome bumper but not the carpet and nicer seat of the ranger.
looked up my 68 F250 camper special and it showed the Ranger package with the custom seats a padded door panels....Mine is got the custom cab badge custom seat but no padded door panel. It also has rear sway bar and large twin piston power disc on front. sounds like a custom ordered truck. How would I find out how it was built?
The chrome bumper was a stand-alone option on the base and custom cab models in 67 and 68; in '69 it was included with the cust/cab package. My '68 Merc is a good example of someone just throwing the custom cab package on a truck with no other options: while it had the aluminum grill, it had the white bumper. Inside, despite the nice chrome dash bezel, it had idiot lights and no radio (block-off plate installed).

Front & rear sway bars were not available until 1973. Prior years are aftermarket, were usually installed by front end shops and RV dealers.
Dual piston caliper power disc brakes were optional for 1968/72 F250 2WD's and F350's.
Oil and amp gauges came as part of the Camper Special package, were optional on all others.
Radios were optional thru 1979, so were rear bumpers, the spare wheel...and the tire!
