Torque at low rpm is hard to improve upon from outside the system as designed.
Reason is you can't get very much more air through the motor than what can be drawn in and exhausted with the stock equipment.
It was not designed with very much built in restriction that would strangle the motor at higher rpm but was designed for truck applcations..
Such items as short headers provide little to no gains for gasflow tuning reasons.
Cat changes don't improve much.
The three best ways would be to lower the gear ratio as far as torque mutiplication goes, improved torque converter that allows the motor to stall it higher in rpm and torque range, and forced inducton using positive displacment super charging.
All of these are of substantial expense.
Bottom line is you won't get very much improvement with commom exhaust , intake changes.
A tuner may improve low end by playing with ignition timeing advance.
What is done with any specific setup may make a difference but be awhere you can't much feel any power improvement less than 10 hp.
10 hp gain in the 2500 rpm range will be hard to generate where you drive most.
Depends on your expectations and pocket book thickness.
Just some overview for you to consider.

Super charger, Turbo, ( dont think they make one for the 5.4 f150 so it will have to be costom, Or Heads, and cam. Non of these are cheap, Probley start around $2,500 Either route you go.
