Rear gas tank leak when starting up 95 f250

So about a week ago, i was moving my truck, and all of a sudden my rear tank starts to leak, as soon as i turn the truck off it stops, and every time i try to start it, it leaks again. Now my front gas pump doesn't work( bought a new one to replace it).

Any way i can fix this? and maybe without having to drop the tank? Also my dad said that when you drop a tank you have to replace the metal straps, is that true?

I think you have a fuel transfer problem.
OR the return line to the rear tank has rusted off at the bung on top.

Yes you have to drop the tank, or remove the bed.

If the straps are rusty it would be foolish not to replace them.
They're not expensive on Ebay.

+They are a LOT cheaper than setting your truck on fire while driving or buying a new tank when it falls out on the ground.
