I have two opinions, both have been touched on, but i think they deserve more research.
#1) Have you checked the FPR (fuel pressure regulator), it can collapse internally (mine did) so it must be disassembled to check it.
#2) Have you checked for a restriction in the fuel line by blowing pressurized air through the line back to the tank?
It does not matter how good the repair man "said" it looked, check it.
The above could be quickly diagnosed with a fuel pressure gage. One should be installed on every truck.
