99 Navigator drivetrain binding

My brothers 99 Navigator all of sudden acts like it is in 4low but the light is not on. The speedo says I am doing 70mph when I am doing about 10mph. I flip the 4wd switch but it does nothing. I checked the voltage on the switch and in awd it is 5v, 4hi is 3v, and low is 2v. All fuses and relays are good. Is there a wiring diagram for the transfer case motor so I can check the power there? Thanks you in advance.

I had this happen to my 99 Expi. If I remember right it is the speed sensors. I do not know which one though as it did it to me a couple of times last winter and then it stopped. When I was reading up on it I remember reading it was the speed sensors though.

If it's the speed sensor, it determines speed for the abs brakes, speedometer reading, and tranny shift points. It's located on the top of the differential.
See my post noted below for pictures.
