what is this...?

Replacing vacuum lines and looking to rebuild/replace the carb...when urn bolting the carb I noticed this tube fell apart? What is it for and should it be this way?

It's a small picture, but it looks like the leftover from what used to the the choke heater tube that runs to the exhaust manifold.

It does connect to the manifold. What does it do and its broken is that ok?

The choke system uses heat from the exhaust to operate. Even the electrically assisted chokes used on later model vehicles use exhaust heat. That tube carries hot exhaust to the choke. If you want the choke to function properly (or at all if it's not an electrically assisted choke) that tubing needs to be replaced.
