trouble starting

i have a 2004 f250 with a 6.0 power stroke when the engine is cold it dose not waant to start and when it does it has no power untill it warms up. i just changed the oil and filter.it started ok before i did that but it had no power untill it warmed up.

check volts at ficm, anything less then 45 is no good.
