'05 Dually wheels??

'05 Dually wheels??
-Looking at what are advertised as '05 Dually wheels on my local CraigsList.
NO pictures-hes sending them later today.
He says they are 16" which is what I was hoping since I still have good 16" tires on my late '99 Dually.
Regardless of what size they are will they fit my '99 IF they are '05?
He is advertising 4 aluminum and 2 steel for $450.00 which is less than $100.00 per wheel to start with, I'm hoping he has the later style center caps I've been looking for as well.
CAN I then shift my present FRONT wheels to the INSIDE REARS?
