Dash Lights working?

Dash Lights working?
Hello everybody, I was just trying to figure out if it is just my truck or if everyone's does this. I will be driving and it starts raining or snowing you know it gets kinda dark and and you need to turn on your wipers and your headlights turn on but your dash lights stay off 
and it makes the dash kinda hard to see 
. I have a 2012 F250 CC
. They do come on when it gets to be night time but just when it's that in between time nothing and I have the brightness all the way up.
