C4 shifting problems

heres what my trannys doin. I have a TCI valvebody in it its also a very fresh rebuild. new torque converter ( stock stall ) it was originally a 302 2wd truck now 351w. I love my truck but it wont down shift. It pulls hard in first second and drive but it wont kick down when you stand on it. Its got a edelbrock 600cfm carb and have tried to adjust the kickdown with the adjustment screw with no luck. Was wondering if it couldnt be the arm that pushes the plunger in the valve body or what. The trans. has been the only thing that has been giving me fits since I have owned the truck. I have owned it now for 3 yrs.

If the detent arm is working properly and still not downshifting i'd say you may have a prob with the downshift valve in the valve body.
