Yeah, it's wasteful, but like insurance payments, it can be budgeted for and the hit isn't as big.
I understand the part about needing to justify the Highway Dept. budget as well.
But that is a bureaucratic disaster any way you look at it.
There are a lot of other ways that they waste money. They should look to getting those fixed if they wanna save a few bucks and maybe stop buying stupid stuff that no one is gonna use. A few hours OT so the public can still drive faster than the speed limit in the winter I don't think is too bad.
