Ive been working on a 2000 7.3 for a friend. It was having hard starts so we dug into the glow plug r&r. Only 3 glow plugs ohmed out good so all were replaced. Checked continuity thru the uvch and pit everthing back together. Still no start even sitting in a heated garage.
Hooked up ae and found low icp while cranking ... would build and build but not past 300 or so
Replaced ipr with a known working one and same issue

Injectors all buzz so all injectors are connected under valve covers
al no smoke and the icp is only a few months old
i thought unplugging it was more of a test for the icp than anything which i doubt is bad

I wasn't thinking when you said 300psi, so yeah you shouldn't have smoke.
But disconnecting the ICP will tell the PCM that ICP is at the default values and it may try to start, at least then compression could likely be ruled out and you would need to find where the oil is being lost, any oil in the filter from bad injector orings?
My initial thought is a hung IPR, especially seeing maxed duty cycle with that low of ICP. I know you said it was known good, so then oil leaking elsewhere, maybe pissing poppet seals, did you try cranking with the VC's off?
It would be another place to look for leaking HP oil. If the poppet seals were bad, there would be oil spraying all over the place, or if not horribly bad, it could be bubbling up from the injector bore. Really sounds and looks like an IPR issue though.
