no start. . not cold weather related

Ive been working on a 2000 7.3 for a friend. It was having hard starts so we dug into the glow plug r&r. Only 3 glow plugs ohmed out good so all were replaced. Checked continuity thru the uvch and pit everthing back together. Still no start even sitting in a heated garage.
Hooked up ae and found low icp while cranking ... would build and build but not past 300 or so
Replaced ipr with a known working one and same issue

List of new parts

8 glow plugs
Icp
Ipr ( not new but known working)
Cps

Injectors all buzz so all injectors are connected under valve covers

Is there oil in the HPOP reservoir? If not, check the oil level on the engine. If plenty of oil, it might be the LPOP.

Any smoke or attempt to start, Jim?

What about unplugging the ICP, will it try then?

Engine oil is in operating range and new

Hpop res is within a half inch of the top

al no smoke and the icp is only a few months old
i thought unplugging it was more of a test for the icp than anything which i doubt is bad
althought i should not disqualify it i guess

I wasn't thinking when you said 300psi, so yeah you shouldn't have smoke.

But disconnecting the ICP will tell the PCM that ICP is at the default values and it may try to start, at least then compression could likely be ruled out and you would need to find where the oil is being lost, any oil in the filter from bad injector orings?

ok so ill put disconnecting the icp on my list for monday morning

also to check the fuel filter for oil

My initial thought is a hung IPR, especially seeing maxed duty cycle with that low of ICP. I know you said it was known good, so then oil leaking elsewhere, maybe pissing poppet seals, did you try cranking with the VC's off?

For the record I also checked eot and coolant temp

Coolant temp were around 155
Eot around 65

It would be another place to look for leaking HP oil. If the poppet seals were bad, there would be oil spraying all over the place, or if not horribly bad, it could be bubbling up from the injector bore. Really sounds and looks like an IPR issue though.

ok so today i installed a brand new from ford ipr and icp
no improvement

also tried unplugging the icp ... it shows 24XX psi but still doesnt start

i guess next im pulling the valve covers again

anyone know of a video of what leaky poppets look like under there
