At the very beginning of your video, you have a clear shot of the front wheel. Note the gap in the ring. That is a lock ring wheel.
The rings on the rear duals face each other inside the duals. Look for a similar gap in the ring.

I know Ford used "rubber band drive" in the '60s. I wonder if this was a rubber band drive set up?
Belt drive tandem axles
Hhhhm, and older set up used on heavier trucks than I thought. From the looks of the inside of you duals, if this ever did have the rubber band, it is long gone as there is no wear showing on the wheels.
Hhhmmm, looks like they had a pully set up, not just the belt running on the wheels.....

Anyway I think I answered my own question. Probably not a rubber band drive.
