You can get the meter for 200 bucks, but if you also need a timing light, you are looking at about another 40 to 100 bucks. I paid 70 for my light with tach and timing advance. I know it is hard to spend money you don't have, but the local shop in CA wanted a hundred bucks to time my trucks, so with two trucks I paid for my meter the first time I used it! There seem to be a few IDI guys in the Ontario area maybe you could arrange some sort of time share??? Just a thought.
No shops in all of Ottawa even has the equipment to time our engines anymore (or the mechanics that even heard about our engines for that matter). I went looking with my van when I did the pump on it.
I went to IH, they don't do it no more (I had my motorhome timed there 7 or 8 years ago). I went to a Diesel repair shop, nada. I was told that a Ford dealer might still have it though, but I never dropped in to find out.
