Need Help identifying this part, Pic enclosed

Located under the dash. At first I thought it was loom, but its not protecting anything. I pulled it to move it out of the way then noticed the tear.

The pic was uploaded to my garage so maybe if one would look there a larger pic would come up

. Plus I just noticed that this is the wrong forum so if possible I need a mod to move this to the 97-06 section. Thanks for the reply!

If on the right side possibly the drain tube for a/c .
