The Ford PCM can be retuned - if you have the hardware and software. AE is software with and OBDII interface. I can change the tire diameter (in the ABS module), but that's about it for programming the truck. It is a powerful diagnostic tool and that's about it... but that's enough for me. I have all my datalogs to show the progress of my mods, and I use those as reference when Stinky is "hinky".
I dont know about the buzz test the other stuff you mentioned yes I think so. I havent used it sence I closed the shop in 08 and not much on diesels then. Just a thought I may look into it. Sounds as if it would be cheaper to buy an AE than update the snap-on if it needs it anyway. Snap-on was always really proud of their stuff.
I have returned from my safari. $1650 for a used Snap-On in Seattle, the '08 unit should work fine on our old rigs, and AE is $370 (last I checked) with a Ford bundle.
However, you need a laptop (or similar) with AE, so that has to be factored into the price if you don't already have one. My netbook (already had it) has all my PS/SD digital manuals in it, so it is a complete service "kit" (I call it the carputer)... I don't think the Snap-On can do that. Netbook, manuals, AE software, interface, GPS, tuner interface, ISSPRO gauge interface, and games for the wife was half the price of a used Snap-On.
Doesn't every one with kids own 2-3 lap tops and at least 2 home computers.

The snap on unit can do the buzz test. But they are expensive.
I figured the 99+ ford would have been tunable. Not sure what years they start but I know chevys are tunable as well as pretty much any import 2003ish and newer. It would be nice if the EPROM chip could be plugged into the ford ecu and then tuned like hondata does. Works slick!
