So I looked at an 03 Excursion tonight, has some of the usual suspects, but the rear hatch lock doesn't work at all, with the key or with the power locks. This anything other than a "replace its guts" type operation? I've done the foil thing with my F350, actually i cut pennies and replaced the piece with that, but this seems mechanical.

I read that before I posted but it didn't seem to match. Most of the thread talks about the usual tired power locks but the key still works. Even that single post you reference assumes the key will turn.
Mine didn't work with the key or the actuator, I repaired the motor replacing the thermistor and lubed up the assembly. The lock key assembly was rusted at the back, I disconnected the actuator to key lock rod and lubed it up with penetrating oil, then after it started moving I put it all back together I hit it all with some spray white lithium. That was 5 months ago and it has worked every time I have tried it since.
Same with mine, neither the key or the actuator worked. I replaced the actuator and the key still didn't work. I took the key assembley out and lubed it up real good, worked the key back and forth... Repeated about 50 times and reassembled. That did the trick to this day.
There's hope. Just did mine. Cleaned all the linkage, pins and parts then used PB Blaster to free it all up. Then sprayed the white lithium grease to it. The key cylinder I took out and is now soaking in the PB Blaster. When I put key in it doesn't feel like it is hitting any tumblers. I may have to look at a new key cylinder. BTW, don't let it soak in a plastic disposable cup. DON'T ASK.
Edit: the arm on the actuator was broken so I had to replace it too. Prob from trying to work and all the linkage was froze.
