Yes it is. I had the same problem. I got my mirror from a 2001 Explorer at the salvage yard for $25. All I had to do to get it to fit mine was cut the lock off the pigtail and plug it in in the 3 prongs closest to the mirror mount. Here is a pic of the model number.
Real easy to find. Ask or just walk the aisles and look for the six pin connector. Dodge I hear used the same circuit board just the shape and wire colors are a little different.
Yep, happened to both my '02s too, and literally like overnight for the black one. It sat outside a lot in Florida, so I'm not sure if that had anything to do with it. If you turn the mirror, you'll see the bubble move too. Everyone I talked to said the same thing, all you can do is replace it. I found an '04 Excursion in a junkyard and replaced it with that. Should be plug and play with many models. You do need to pry it off the windshield clip with a little screwdriver.
The salvage yard I got mine from played with the lock on the mirror for a few minutes and couldnt get it. He saw the windshield had a crack so he grabbed a hammer and smashed the windshield from the outside, grabbed it and in broken english said "here you go"
I used a small flat screwdriver on the clip at the bottom (You can see it from the outside) and a lot of praying. I'm not sure if it will help but you might try using WD40 and cover the base befor you spray (to keep it off of the interior) and see if it will slide up easier.

It is difficult. There is a metal clip that goes over the mirror base holding it on. It's a little spring clip. If you look up on the bottom of the mirror base, you should see a small slot. Put a small flat blade screwdriver in that hole and pry out. It should spread the clip out and start to come off the base. Eventually it'll be off enough that you can just pull the whole thing off.
To put it back on, you need to work the clip to stay out some in order to put it around the base. Then tap the clip into place to hold it down.
It's kinda hard to describe, but if you've ever taken a gas lift strut off of a hood or the Excursion rear window, it's the same kind of clip just in a bigger scale. I don't think the mirror one will just snap on though- I think you have to loosen the clip on that first.
