Service Manual?
In light of the issues I have with my truck I am searching for tech data.
I found this link 97-15A 7.3L DI Turbo Workshop Manual
Will this work good enough for my '01, or should I buy the '01 ford service manual on ebay? And will '03 work? (half the price as '01)

The link you posted is for OBS trucks so it may not be the best choice.
Search ebay for PC/ED manual since that thing is quite helpful. The '02-'03 trucks are wired differently so you will need to be aware of the differences if you decide to get a book written for those later year trucks. I have books for 2000 & 2003 and they are very similar, the primary differences that I noticed has to do with the starter and charging systems, plus the Excursions and Cali trucks have more diagnostic features relating to emissions.
I used a PC/ED book for 2003 for quite a while until I saw a 2000 book on ebay for $19 so I snatched it up quickly.

The 97 engine is very similar to ours. It just has a mechanical fuel pump, different injectors, smaller turbo, etc. It will get you a very good understanding and get you very close to the information you need if it isn't exact. It's close enough you could do about 98% of what you likely need.
The 03 manual will work too, but in 2002 they changed the fuse panel and a couple of other electrical things, so the wiring schematics may be a tad off.
