I knew someone would want an ICVR after I got rid of the ones I tried to sell for over a year. I had NOS Instrument Cluster Voltage Regulators that I parted out. It is probably the part you need if the gauges are not powering properly.

B9MZ-10804-C .. ICVR ~ Instrument Cluster Voltage Regulator (Motorcraft GR-508) / Obsolete, available from autoparts stores.
Posting link to diag. out of the 10 page 65 wiring manual, ya may find the manual helpful, most Ford part supplier's carry them; or, order directly from source, Jim Osborn reproductions for $7, found it very helpful in tracing down electrical gremlins. Also, on my 66 custom cab with the plastic instrument cluster I ran a separate ground wire from metal portion of the cluster to a ground connection on the steering column bracket.
If you have the sweep speedometer with plastic housing a missing ground wire may be the issue? Look on the back of the cluster at the metal part that holds the lights and IVR. You should see a ground wire that connects the cluster to the clutch/brake pedal support bracket. Should be black. Replacement should be longer to allow you to pull the cluster out a bit and change a bulb or get your hand in there to disconnect the speedo cable. From Ford these ground wires were too short and are often broken. IMHO! Merry Christmas everyone.
If oil, temp, fuel, etc., gauges are malfunctioning then it's an indication the CVR is faulty, seen in post #7 wiring diag. The CVR regulates voltage and oscilates between 0 to 10 volts, can be checked with volt meter. Also, check to make sure all the guage connections are secure, in particular the CVR is securly attached to the metal portion of the instrument cluster. Suggest purchase couple extra ground straps and install where needed, can be bought at most auto parts store. After cleaning the grounding surfaces I purchase a small tube of dielectric grease and apply a dab, also some in the wire harness connectors. Anyhow, food for thought!!
There is also a solid state electronic CVR made for us now. These are starting to show up for older cars and trucks. Installed one on the Polara which was a major pain in the a** but eliminated a weak spot for me. Just bought the new one now available for our trucks from NPD and it will be a whole lot easier to install.
