Its sucks but Ford is not out of line with any other power heated mirroir I've replaced. Put one on 2006 Cheby (heated power extending, manual fold) I would have to look but my cost was about $700.

Why not go aftermarket? I had mine smashed by someone and insurance is only covering aftermarket. They say its exactly the same as OEM and half the price from Ford retail cost. I did a replacement with aftermarket on my 6.0l and it was made by the same company that makes for Ford. However if they are paying for it, heck just do what's easier for you. They've inconvenienced you enough!
Many state' DOT will NOT pay anything! In my 2010 F150 (didn't even have perm plates on it yet) I was driving through a 1 lane construction zone and the state road crew painted the side of my truck in bright yellow paint! State DOT told me go pound sand. This was in IL not TX.
I busted mine just on the bottom its not too bad and everything works. local ford dealer was going to sell me a new mirror, right side with temp sensor for around $450 ish with repair shop discount. you have to tell them you are a repair shop, just make up a fake name.
