Pull the top hat off and check the floats and needles and seats. Trash in the needles and seats would be my guess, or worn rubber tips on the needles.
Fuel pressure too high could do it also.
it was complete rebuilt... i just wanna figure out how to get that sumbi right, no need to spend a extra few dollars for a whole new carb not worth it....

Wait hold on there is rubber tips that are suppose to be on the adjuster screws? or are we talking about two different tips because the tips have nothing on them. but i will pull the plate today
Those carbs will not handle higher fuel pressures like a Holley or Motorcraft just due to float sizes and arm lengths and leverage ratios. It's not a bad thing as psi does not mean more gas.
The Edelbrock is a remake of a Carter and they like nearer 6 psi max where a Holley will handle 8 - 9 .... and a 351m/400 std fuel pump will often make 6 - 7 psi at idle .... and it can cause flooding.
So if all else fails, a Holley 12-803 FPR set for 5.5 psi may help you. It's what I had to do to make the Edelbrock work on mine and mine has an old stock replacement mech fuel pump that tested at 7 psi.
