Have had the 03 7.3 SD on the scanner and it showed that one intake sensor was at the room temp but the other was reading 123 degress Celsius. There was no power at the plug should this plug have 5 volts when key is on with engine running Is a bit slow to start so the thinking was that the brain was getting the wrong message from this to operate the glow heater . Air temp here is 23 degress celsius

I am no expert on this...but wanted to get some clarification. When you said one intake temp sensor was at room temp, was that a sensor near the front grill? If so, that makes sense as it should just be reading temps. Then you said the other was at 123C...is that your Air Intake Heater (AIH)? If so, that one is supposed to heat up the air inside your CAC (or IC) there at the spider. In all reality, you don't even need the AIH, and most guys remove it to free up air flow through their CAC.
The biggest question is, why are you concerned? Is it from your comment that the truck is becoming slow to start?
If so, up on the "articles" sticky at the top of the forum, in there is a Hard / No Start section that will give you days worth of reading on possible causes of slow starts. 23C is quite warm, so maybe it's your batteries getting weak, or even the starter. Might want to check your Glow Plug Relay unit too, and even trying to Ohm your glow plugs if you can.

The intake air temperature sensor (IAT) is usually mounted in the air box on an OEM filter setup. Is this sensor still installed? The manifold air temperature sensor (MAT) is mounted on the spider. My assumption is the room temperature sensor was the IAT and the higher reading one is the MAT. 123 degrees C is equivalent to 253 degrees F, so that is a reading you may expect if the engine is hot. For a hard starting issue look at engine oil temperature (EOT) as that is what the PCM uses to determine Glow Plug Duty Cycle. The IAT is used to operate the EBPV to help warm the cab up in cold temperatures. Most often, people disconnect it when installing a aftermarket intake filter and then find the truck will not go into the high idle when cold. It should be always connected to the connector and just tucked away in the inner fender out of the way if you care to keep that function working.
