I admit that I took the easy way out and posted a question without searching, but that's only because every time I post a question, everyone here is so darn helpful, saving me much agravation and money. I have noticed a fan type of sound recently. It comes and goes, but has been more frequent. Checked under hood and all pipe/boot connections and clamps are in order. Is it the turbo failing? Oh, 1999 super duty, 207,000 miles, 7.3 with 4 inch exhaust and Vann Akken three setting chip. It seems to happen most on acceleration and there is a power drop. Thanks again. Chris
First off...now that you're at 36 posts, we should be able to see your truck profile or "signature" and your location. Please go into your account and create a signature plus put in your location, so that we can all give you more informed answers based on how your truck is configured (i.e. anything NOT stock)...and, in some cases, people close to you can come help in person.
The "woosh" is nothing to be concerned with, as long as it's a long woosh when upshifting. All turbos do this, but it becomes louder or more noticeable if you have a more open intake or exhaust. Now, if it's more like a rapid-fire chatter type of woosh and not one smooth sound...then we're talking turbo surge.
By chance, did you just recently install your chip or 4-inch exhaust? If so, that might explain why you're noticing the sound more now.
Sounds like an EBPV problem (bad sensor or plugged tube). A more open intake would make the wooshing louder during DECEL, and would NOT create a loss of power. A malfunctioning EBPV system would focus the increased woosh on acceleration AND create loss of power.
Disconnect the sensor (right above the crankshaft and between the fan and your HPOP Reservoir housing). You'll get an inconsequential code but the Check Engine light will not be set.

The fan clutch should lock up at underhood temp orf 220°, give or take 10°. If it has become more fequent now that temps have dropped it might be the fan clutch going bad. If you don't think underhood temp is getting that high suspect the fan clutch.
Let me try to answer all the questions. I'm on Eastern Long Island. The truck is a daily driver for my wife, say 20 to 30 miles a day, local. The chip is actually the second chip and the original Bully Dog failed around 05. The exhaust was done back in 2000 +/-. I am utilizing the stock air box. I will try to remember all the quick fixes that all here have provided. CPS in #1, as the truck was shutting down randomly, I carry an extra in the glove box now. The Velocity Speed Sensor was another quicky. I recently had to do an O-ring replacement on the fuel bowl drain thing. I am constantly viewing to see if any thing may apply. The woosh almost sounds like a fan and it is a new sound. I will check the the EBPV as to confirm/eliminate. I have never cleaned that tube that tends to clog, so I will get on that. Again, thanks for all the help. Chris.
If its the EBPV I think you have to unplug it from the pedistal..under the front of the turbo to disable it,the pcm needs input from the ebp sensor up front..connected with a tube..you don't want to disconnect it..
EDIT..if its mainly in the morning or when cold..leave it be..its a valve that assists with warm up..EBPV..exhaust back pressure valve..
