ScanGaugeII ICV question

ScanGaugeII ICV question
My ICV at key on engine off is 0.0v. It will stay there after I start the engine (quiet injector sounds) and until I drive away.
It will read normal, and then every 15 minutes or so it will fluctuate, even at a stedy cruise, sometimes going down to zero. The truck lacks power and sometimes bucks when this happens.
The ICP and IPR readings are normal during these intermittent episodes.
After searching and reding through a dozen threads, am I right in assuming that if ICV is reading this way, that the ICP sensor is bad? or could it be something else?

Actually, you are the first I have seen notice the ICV readings doing some fluctuating.
I'm interested if someone else can chime in here on this.
But first blush would be to check the plug for oil. See if it is the issue. Then, I would be leaning towards a new ICP.
Thanks for using that gauge. I had a hick-up one day while towing and it was mentioned it could be the ICP. It hasn't done it since. Now I'll add ICV and look a little closer.
(By the way, I figured you knew where our ICP was, I was just saying. You have been here long enough!!!!!! LOL )

He was wondering if it could be replaced for less than $500. I said sure, we could get it out together and replace it. We probably wont get to it until the 28th or so.
Look forward to your swap story.
Oh, if you could post the part# and if you are changing out the pig tail for it also? Thanks.

Got R Dun today. Followed the write ups in the tech file. Took about 2.5 - 3 hours. Pigtail was a little oily so I took it apart and cleaned it with some spray electrical cleaner and let it dry out.
ICV is back to within normal limits on the Scangauge II, the truck drives much better, there is much less unburned diesel smell, and MPGs have gone back up to normal.
