With the Warn Enforcer, the winch is hidden, yet is always available for use, even when least expected.
The above Warn product was the pre-curser to the "Semi Hidden" kits that Warn produced for full size trucks in later years, using the OEM bumper as the cover.
Alternatively, and more along the lines of what new member @mrcndr.grx was asking about today, is a front receiver hitch fabricated to hang under the OEM bumper, enabling a portable winch in a cradle to be removed when not in use, and also used in the rear receiver hitch interchangeably.

1989 pre-dates when hitch companies like Reese/DrawTite, HiddenHitch, Curt, etc began offering pre-fabricated front receiver hitches, but since Ford started installing solid front axles in the F-350 in 1985, moving away from the twin traction beam 4x4 front axle that was still retained for the F-250, the front frame horn and front leaf spring forward eyelet similarities between between 1989 through 1997 are not so different, so a front receiver hitch called out for a 1997 F-350 can likely be made to work in a 1989 F-350 with minimal alteration.
If custom fabricating a front receiver hitch, I would consider poking a hole through the front bumper shell, and inserting the mouth of the front receiver hitch through that hole, in order to maintain approach angle.
And while the jig saw and corner hole drill was in hand, I'd poke two more holes in the front bumper shell, spaced away from the center receiver hitch hole, but still between the frame rails, for additional cooling air inlets to make up for the blockage that the receiver tube might present to a ventilated bumper (the OEM front bumpers of diesel engine equipped trucks were ventilated in 1992).
