It is intended by these 3M kits to attach to the fuel rail. You would have to contact 3M directly for a specific application.
Here is a plethora of 3M products. Actually, in a part of their website, you can order some items (plus tax) free of shipping for the same price as your local retailer. I buy their TB spray direct.
From the pictures, it appears the part # 8958 is the one that attaches to the schrader valve. #8957 and it's attachment kit simply require you to remove the vacuum line that is on the fuel pressure regulator and then connect the can of cleaner to that.
Be careful though, none of these systems cleans the throttle body! AFAIK, the only way to clean that is removal and manually doing it.
You are right, most of those pour in fuel injection cleaners only clean out your wallet. They really don't do much. If you want something that does clean and dispurse water well that is much cheaper, use 100 octane aircraft fuel. I get it from our local airport and run it in stuff I plan to store. It will work wonders on an old lawn mower that has a gummy carb. It has a different formula than automotive gasoline, it had cleaners added to it so it will disolve varnished gas. The fuel injection cleaners you buy at the parts store is mostly alchohol. The only thing I know that works better is the product that injects into the fuel rail via the shrader valve on the rail. I know of some garages that use it.
On my 1987 F-150 6 cyl. I once had a procedure done in the shop where they ran a can of solvent through the injectors with some special rig. Whatever it was, it cost me about $90, and made a noticable difference in performance, for the better, although not solving the persistent bad idle in the warm up phase. Did they call it motor vacuuming or something? I wonder if they used a product similar to the one mentioned earlier in this threadd?
Has anybody ever tried that BG fuel injector service you see advertised on TV? I have a rough idle any my garg guy sugested having it done. Of course he just ahppens to do this service also.

The full service usually isn't necessary. BG 44K (which is a pour-in-tank product) has worked very well for me in every vehicle I have owned. It's pricey(~$20 can) but it is well worth the price.
