EGR flow sensor Question

Heres a question I have not seen. If you were to block off the exhaust flow to a functioning EGR cooler and keep the plug in for the EGR valve so the fan can operate normaly. Would this would trigger the EGR flow sensor ? . What does the flow sensor check? Temp? Pressure? If its just temp could you just relocate it down stream on the exhaust tricking it into thinking there is flow? I know you could just download a tune to shut off the engine light but are there other options because of the expense? I'm talking about a 07 8k miles

Thanks

Might be other stuff happening also but the main player is IAT2 sensing the increase in temp as the EGR valve opens and the gasses dump into the intake. Not sure where you could move it to to get an increase in reading that corresponds to EGR open command. It might be possible to build something mechanical with a stepper motor (moving in response to EGR drive signal) connected to a potentiometer (spoofing the value for temp) but it would be a pain to figure out. It's an analog signal at the sensor/valve so using a chip (like a basic stamp or something) isn't an option at that location. Much easier to fiddle with the software.

This is all just a bunch of crazy talk I was thinking about using an IAC motor from a GM throttle body connected to a pot until I got the DashBoss app and graphed the EGR commanded PID. Man that thing is all over the place. If I did magically figure out how to get the values correct on the motor and the pot, it would be worn out in a month!

On edit: I wasn't thinking about this correctly. After talking to a friend last night he explained it is entirely possible to build a logic (silicone) controlled spoofer for the IAT 2 return that follows the EGR commanded signal and has no moving parts. It would be more practical to to make it as a plug adapter that connects between the PCM connections. Kinda sounding familiar now.
