I was able to remove mine off the factory fuel cap witha small screwdriver, just working it as you would a bike tire on, or off. It does fit on the new Stant cap, but will not stay very well, so I took it off for now. I just put the new locking cap on top of the fuel pump, or my rear tire while I fill up and then replace it prior to shutting the fuel door.
The locking Stant cap does not have a groove for the ring like the OEM Stant cap does.
Personally, I would advise against putting that tether w/ring on the locking one. You have already seen that it doesn't really fit or hold well, and when it decides to fall off and hit the pavement, you may either crack it or scuff up the threads. Is it really worth an extra $18 to find out?
