Are you running 55wt or 35wt? Either way, the problem is more the headlamp housing, than the HID kit. The RS hi/lo kits use a solenoid to move the lamp just a bit to alter the beam pattern. The amount of light output from the lamps is the same in hi or low. The lamp doesn't turn off when switching hi/lo, it just moves, so warm up time isn't an issue.
The only real solutions, try re-aiming what you have, installing projector housings into the factory headlights, buying aftermarket replacement projector headlight housings, or adding additional axillary lighting.
