rubber hands are just from the manufactoring process. They have no purpose now. Coolant level is within specs fill it if desired leave it alone if you want. Just watch it.
If you are going on a trip or doing some heavy towing then I would want it to the top line myself.
Your coolant looks good. As the truck gets older sometimes you will get a stain on the inside of the degas bottle that makes it look like it has the correct coolant level. It's always a good idea take the cap off and peek inside just to make sure it's full.

I had the rubber band also. As for the coolant, the level fluctuates with fluid temp. The hotter it gets the more it expands and the level increases. Your in the range, so its good to go.
That's where mine has been cold for the life of the truck.
I asked the dealer a long time ago about it and they said it's where it needs to be.
