I never thought of the possibility of it being a Canadian model.
Is the a letter code in the VIN that would indicate this ?
Also this is a factory unit, not aftermarket.
I did confirm from the 1998 Ford Factory service manual that DRLs were available in 1998 on the Explorer (it doesn't specify if it was an option or only available in certain countries) and that it by design only controls the high beam headlamps with a pulsed voltage. So it does sound like the DRLs are working the way Ford intended them to.
As for determining if your Explorer came from across the border, I'm not sure if the VIN would specify that or not. I would expect that Canadian Explorers would have a metric (km/h) speedometer though.
My spedo is in MPH, but mine would turn on the headlamps when dark outside, I drove around for about 4 days before someone told me I had no tail lights. The slide **** on the mirror only regulated how long the headlamps would stay on after shut down and locking the doors.

What year is your Explorer? Did the taillights come on when the headlights were manually turned on? I'd be more prone to suspect bad bulbs since what you describe are the Autolamps and they should have lit the tails along with the headlamps and interior lights.
The DRLs come on when the vehicle is started (may also need to be put in Drive), not only when it's dark out.
My Explorer is a 98, 5.0, EB.

If that's truly the way they work on your '98, it is apparently an aftermarket DRL system that was improperly installed. According to the factory service manual, the autolamps clearly activate both the parking light relay as well as the headlamp relay, so headlights and tail lights should both come on when the autolamps activate. The DRLs are in no way tied to the autolamp circuit or ambient light sensor.
