EGR question

So it's been about a little over a month since I replaced oil cooler and deleted EGR cooler. Since I dont need to watch my temp deltas like a hawk anymore I was playing with my scangauge and was watching the the EGR values. They both stay at zero so I have a few questions.
1- is this because I deleted EGR cooler
2- is EGR valve bad
3- if it is bad does it matter since I deleted cooler, or does it still need to be functional for fan operation and I need a new one. Thanks
