Paint remover

I bought a set of OEM step bars today that the PO sprayed black because of his black truck. This seems to be a rubberized paint, what's the best method of removing it to let the chrome shine again?

Well we rubbed it off with our fingers. Thank goodness he didn't prep it.

It was probably plastidip. A rubber like coating that can be sprayed on and peeled off. Its the same stuff that coats the handles of a lot of the tools we use. Those are truly dipped though and not sprayed.
