On my 97 psd, my oil pressure gauge in the dash has started to act really fidgetty, and it seems to reaad lower than the middle, which was where it has always read. Is this the gauge going bad or is my oil pump going bad? If the pump is going bad, does it make sense to switch to an HPOP, please give some advice

That gauge in reallity is not a REAL oil pressure gauge, is just a switch. So I agree with Fordman and I think your sender is bad or maybe the connector?
The other way to know something about your HPOP is with a scanner.
Disconnect - reconnect the electrical connection to the sensor. Problem might go away unless someone has messed with the wiring harness. As mentioned above it's just a switch and has nothing to do with real oil pressure. It's either "ON" pressure detected (half way on the dial) or "OFF" no pressure detected.
the last truck I worked on with that problem turned out to be the face of the instrument panel (the black part with the ranges painted on it) had come loose and slid down and was rubbing on the pointer shaft of the oil pressure gauge causing erratic readings. simple fix just pull the cluster align the plate where it goes and use a needle and put black silicone in 4 places.
