When there is a wiring fault, or short circut, the headlamp switches circut breaker trips and resets itself. This is what causes the blinking.
The circut breaker in the headlamp switch can also be triggered when the headlight switch is worn out.
From what you are saying with your symptoms, with the instrument cluster and the marker lights are also not working, I'd say your headlight switch or the wiring at the headlamp switch are at fault.
I'd buy a new good quality headlamp switch, and while installing it, check the wiring to the switch at the switch connector for burns, bubbling or weirdness.
You never did say what year you are working on. The 1980 takes a different headlamp switch and is wired differently to the 1981-1986.
With model year information I can tell you how to test the headlight switch with a multimeter.

Do you have or have you ever had a wiring harness for a trailer? If so trace the trailer plug from the rear to where it is spliced into the main harness. I had the same sort of problems on my 1980 F350 400 cid untill I removed the whole dam thing. Someone had used those crimp-splices to gain access to each wire and the connections were bad.
Also check/clean any grounds you can find especially under the hood on the inner fenders near the headlights.
