Correct me if I'm wrong but those look like the 45" opening front fenders normally used on the 4x4 trucks.
The only model that came standard with the large wheel openings were F 350's. All other 2WD or 4WD pickups (except '66 F100 4X4's)used large opening fenders when extra large wheels were ordered when new. This truck does not have its original wheels.

I'd say it's doubtful that the County installed F350 or 4x4 front fenders on their F250. So I'd have to inspect/ask ....Is it really a F250?
It also appears to have had it's steering column changed out as well......
The vin starts f25 so it is a 3/4 ton. Might be a Franky, I don't know
Either way, I do like this truck but it is about 9 hours away so I'll have to pass.

Even without knowing the vin, steering column is F 100- 250, suspended accelerator pedal is F100- 250,low cab floor is F100- 250, front gravel shield below grill is F100- 250, not to mention the fender emblem F100-250.
