High Idle

High Idle
Ford F250 V10 M/T, new sensors, PCV, EGR, purge, spark plugs, gas filter, vaccum at 18 lbs. and steady, MAF sensor...so on, has high idle almost surges when slowing down then apply clutch and idle falls to normal? Any suggestions?
