That off with intentions of just welding the holes up were the assembly was, well apparently that can't be done so with out warping or some problem so does anyone have any ideals bout covering them ourside of finding a new chroma

You're pretty much stuck...Unless you go to an 1987-1989-ish style that says FORD embossed in the center, or a 1994+ model one, that simply has a small decal and a blank center...
Someone suggested sticking reflectors over the holes but that would look stupid I think.. But what years have the tailgate that has ford pressed into it I like those but would it fit mine?

Any tailgate from 1987-1996 will fit...
F-150, 250 & 350...
And IIRC, it was XL trucks that had the FORD tailgate, the XLT's were the Chrome Trim ones...

My '91 is like that - no add-on cladding/trim of any kind - just F O R D pressed into the sheet metal.
But if your tailgate is otherwise in good shape, I don't think I'd go to the trouble of replacing it. What you could do is glue some ~1" square backing plates to the back side of each hole using some structural adhesive and then fill/finish the front side accordingly. The access panels should make this do-able.
You might just want to look into a cheapie repro tailgate...I've used them in the past and they're decent quality, unlike other repro body panels. The repros don't have any holes drilled in them so you can either paint it solid or buy the FORD decal that goes in the corner-kind of makes it look 1997-style. IIRC, the last repro I bought cost something like 99.00 shipped. Whitney had them...
