Quick radiator drain question

Just drained my radiator the final time in the flushing process. These rigs have a 29 qt system right? Which is a hair over 7 gallons. I'm only getting about 5 gallons out so there should be 2 more somewhere. Is there a way to get that last 2 gallons out without pulling freeze plugs? Is the content of the overflow tank part of the 29 quarts?

Oh, also, in filling the system back up, I've been fighting trapped air somewhere and can only get about 2 or 3 gallons in the system before it's coming out the top of the radiator. Does anything else need to be removed to allow air to escape while filling?

did you pull the two block drains on each side of the block near the rear of the engine?
