2000 e-150 side door problem

I have a 2000 e-150 wagon, the side door wont open its not a sliding door its one where it open out. It wont open from either side inside or out dosent matter if its locked or not. Is this a common problem, if so what is it ? How hard is it to remove the plastic panel on the inside, do I need a special tool too pop the fasteners out from behind or anything. Dose it just pull off, I havent looked at it yet thats why i am asking, i have busted panels in the past just trying to decide wether to investigate my self or take it to a shop. I am pretty handy so if its not too big of a challange I will do it myself.

the plastic ends on the door cables have broken. Its expensive to get the ford parts to repair it, as you must get the whole door latch assembly. it is a common failure.
